States in which no college or university has a transgender-inclusive nondiscrimination policy: Arkansas and Wyoming

*In addition to the colleges and universities that have proactively adopted trans-inclusive nondiscrimination policies, colleges and universities located in jurisdictions that have passed trans-inclusive nondiscrimination laws or where courts have interpreted existing nondiscrimination laws as covering trans people are also bound by those laws (unless the law exempts particular kinds of educational institutions).

The states of California, Colorado, Connecticut, Delaware, Hawai’i, Illinois, Iowa, Maine, Massachusetts, Minnesota, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, and Washington and the District of Columbia, have passed trans-inclusive nondiscrimination laws. See Nondiscrimination Laws Map.
